Penilaian prestasi dilaksanakan tidak kira pada sesebuah organisasi awam mahupun swasta. Hal ini demikian kerana, ia dilihat sebagai satu alat pengukur kepada prestasi pekerja pada sesebuah organisasi. Dengan adanya sistem penilaian prestasi ini, maka sesebuah organisasi dapat menilai sejauhmana seseorang pekerja telah mencapai prestasi yang telah ditetapkan sama ada oleh pihak organisasi atau pekerja itu sendiri. Walau bagaimanapun, perlaksanaan sesebuah sistem secara amnya tidak selalunya berjalan secara lancar sepenuhnya. Hal ini demikian kerana, tanpa disedari wujud isu yang boleh menyebabkan sesebuah sistem penilaian prestasi tidak dapat dilaksanakan secara optimum. Antara perkara-perkara yang menyebabkan berlakunya isu dalam sesebuah penilaian prestasi adalah disebabkan oleh faktor seperti dipengaruhi oleh elemen kemanusiaan iaitu emosi. Justeru, kajian awal ini dilaksanakan dengan menggunakan pendekatan kualitatif melalui kaedah temu bual mendalam terhadap tiga orang informan, iaitu masing-masing merupakan wakil kepada kesatuan sekerja, bahagian sumber manusia dan pekerja sokongan pada sebuah organisasi awam yang terpilih. Pemilihan informan pada kajian awal ini adalah berdasarkan persampelan bertujuan. Kajian awal ini dilaksanakan untuk melihat sejauhmana wujudnya elemen kemanusiaan, iaitu emosi dalam penilaian prestasi terhadap pekerja sokongan di sesebuah organisasi awam. Dapatan kajian mendapati bahawa wujud elemen kemanusiaan, iaitu emosi dalam penilaian prestasi yang dilaksanakan oleh organisasi awam tersebut. Oleh hal yang demikian, artikel ini mengupas isu emosi dalam penilaian prestasi yang berlaku dan seterusnya mengenal pasti tindakan pihak pengurusan dalam mengatasi isu tersebut.
Performance appraisal is implemented in both public and private organisation. This is because, it is seen as a measuring tool to employee performance in an organization. With this performance appraisal system, an organization can evaluate the extent of an employee performance based on the performance scale that has been set either by the organization or the employees themselves. However, the implementation of a system in general does not always run completely smoothly. This is because, without realizing there are issues that can cause a performance appraisal system unable to be implemented optimally. Among the things that can cause issues in a performance appraisal is due to factors such as performance appraisal is influenced by human elements such as emotions. Therefore, this preliminary study was conducted using a qualitative approach through in-depth interviews with three informants, each of whom is a representative of a trade union, human resources division and support workers in a selected public organization. The selection of informants in this preliminary study was based on purposive sampling. This preliminary study was conducted to see to what extent is there human element which is the human emotion in the performance appraisal of the supporting unit employees in a public organization. The findings of this study found that there is presences of human element, which is the human emotion in the performance evaluation carried out in that particular public organization. Thus, this paper will analyse the emotional issues in performance appraisals that occur and further identifies what are the management actions in overcoming those issues.
