Abstract

Abstrak - Pandemik COVID-19 telah membawa cabaran besar kepada golongan B40 di Malaysia, terutamanya dalam konteks kenaikan harga bekalan makanan. Golongan ini, yang secara tradisinya paling rentan terhadap perubahan ekonomi, menghadapi kesukaran yang luar biasa apabila kerajaan melaksanakan Perintah Kawalan Pergerakan (PKP) untuk membendung penularan virus. Penutupan sektor-sektor ekonomi yang kritikal menyebabkan ramai daripada golongan B40 kehilangan punca pendapatan utama mereka, yang seterusnya menjejaskan kebolehmampuan mereka untuk menyediakan makanan yang mencukupi dan berkhasiat bagi keluarga mereka. Kertas kerja ini bertujuan untuk menilai impak kenaikan harga makanan akibat pandemik terhadap golongan B40 serta menilai keberkesanan langkah-langkah yang diambil oleh kerajaan untuk membantu mereka mengatasi cabaran ini. Kajian ini menggunakan pendekatan kualitatif dengan analisis dokumen sebagai metodologi utama, merujuk kepada artikel-artikel dan kajian terdahulu yang relevan. Dapatan kajian menunjukkan bahawa meskipun langkah-langkah seperti Bantuan Prihatin Nasional (BPN) dan Pelan Jana Semula Ekonomi Negara (Penjana Kerjaya) memberikan bantuan sementara, ia tidak mencukupi untuk menangani cabaran jangka panjang yang dihadapi oleh golongan B40. Kenaikan harga makanan yang lebih cepat daripada peningkatan pendapatan telah menyebabkan golongan ini terpaksa mengorbankan kualiti pemakanan, yang boleh membawa kepada masalah kesihatan jangka panjang. Kajian ini menegaskan keperluan untuk strategi yang lebih berkesan dan berkelanjutan bagi memastikan golongan B40 tidak terus terpinggir dalam menghadapi cabaran sosioekonomi pasca-pandemik.

Abstract: The COVID-19 pandemic has posed significant challenges to the B40 group in Malaysia, particularly in the context of rising food prices. This group, traditionally the most vulnerable to economic changes, faced extraordinary difficulties when the government implemented the Movement Control Order (MCO) to curb the spread of the virus. The closure of critical economic sectors led many in the B40 group to lose their primary source of income, which subsequently affected their ability to provide adequate and nutritious food for their families. This paper aims to assess the impact of rising food prices during the pandemic on the B40 group and evaluate the effectiveness of the government’s measures in helping them overcome these challenges. The study adopts a qualitative approach, utilizing document analysis as the primary methodology, and references relevant articles and previous research. The findings indicate that although measures like Bantuan Prihatin Nasional (BPN) and the National Economic Recovery Plan (Penjana Kerjaya) provided temporary relief, they are insufficient to address the long-term challenges faced by the B40 group. The rise in food prices, outpacing income growth, has forced this group to compromise on the quality of their diet, potentially leading to long-term health issues. The study underscores the need for more effective and sustainable strategies to ensure that the B40 group is not further marginalized in facing post-pandemic socioeconomic challenges.
