The ‘Smoking Cessation Program’ was established as early as 1998 as one of the prevention approaches to help the community overcome smoking habits. Apart from that, various government policies have been established in line with the requirements of the World Health Organization (WHO) in creating a healthy environment has prompted various initiatives from the Ministry of Health Malaysia (MOH) in gazetting a smoking ban nationwide so that enforcement measures can be carried out to curb smoking activities in public places. However, various reactions from the local community can be seen regarding the government's and MOH's initiatives. This concept paper aims to examine the reasons for the lack of acceptance of the Malaysian community towards the MOH's initiative in curbing smoking. The results of this study are expected to cultivate governance in government policies to be more effective, based on accountability and transparency in all relevant factors.
