Kajian ini bertujuan mengenal pasti tahap kepimpinan beretika, tingkah laku kewarganegaraan organisasi dan pengupayaan guru, dan pengurusan disiplin guru sekolah rendah di negeri Sabah. Reka bentuk kajian ini berbentuk tinjauan kuantitatif menggunakan soal selidik yang diadaptasi daripada instrumen sedia ada merangkumi empat konstruk utama iaitu kepimpinan beretika, tingkah laku kewarganegaraan organisasi dan pengurusan disiplin serta diubah suai mengikut konteks tempatan. Seramai 65 orang guru sekolah rendah di Sabah yang dipilih melalui persampelan rawak mudah dipilih sebagai responden kajian rintis. Hasil deskriptif menunjukkan skor min bagi konstruk keempat-empat konstruk berada pada tahap yang tinggi. Nilai min ini menandakan bahawa kepimpinan beretika, tingkah laku kewarganegaraan organisasi, pengupayaan guru dan pengurusan disiplin berada pada keadaan yang positif dalam konteks sekolah rendah di Sabah. Dapatan ini menunjukkan bahawa guru di sekolah rendah di Sabah mengamalkan kepimpinan beretika memainkan peranan penting dalam mencorak budaya organisasi sekolah melalui amalan keadilan, teladan moral, serta komunikasi nilai secara berterusan. Guru mempamerkan tingkah laku kewarganegaraan organisasi menyumbang kepada peningkatan kebertanggungjawaban bersama dalam menangani isu disiplin. Guru yang diupayakan berasa dipercayai dan diberi kuasa dalam membuat keputusan profesional serta melaksanakan pengurusan disiplin dengan baik, walaupun masih terdapat ruang untuk penambahbaikan. Hasil kajian ini dijangka dapat menyumbang kepada pembangunan model pengurusan disiplin berasaskan etika, kolaboratif dan pemberdayaan, sekali gus memperkukuh kecekapan guru dan keberkesanan kepimpinan sekolah dalam mengurus cabaran pengurusan disiplin secara holistik di sekolah rendah di Sabah.
(This study aimed to identify the level of ethical leadership, organizational citizenship behavior, teacher empowerment, and discipline management of primary schools teachers in the state of Sabah. The design of this study is in the form of a quantitative survey using questionnaires adapted from existing instruments covering four main constructs namely ethical leadership, organizational citizenship behavior and discipline management and modified according to the local context. A total of 65 primary school teachers in Sabah who were selected through random sampling were easily selected as respondents to the pilot study. This mean value indicates that ethical leadership, organizational civic behavior, teacher empowerment and discipline management are in a positive state in the context of primary schools in Sabah. These findings show that primary schools teachers in Sabah practicing ethical leadership play an important role in shaping the culture of school organizations through the practice of justice, moral exemplarity, and continuous communication of values. Teachers exhibit organizational civic behavior contributing to increased mutual accountability in addressing disciplinary issues. Aspiring teachers feel trusted and empowered in making professional decisions and implementing discipline management well, although there is still room for improvement. The results of this study are expected to contribute to the development of ethical, collaborative and empowerment-based discipline management models, thus strengthening the competence of teachers and the effectiveness of school leadership in managing discipline management challenges holistically in primary schools in Sabah.)
