Abstract

Artikel ini mengulas tentang sistem perekrutan buruh yang dilaksanakan oleh Syarikat Berpiagam Borneo Utara British (SBUB) di Borneo Utara dari tahun 1881 sehingga tahun 1941. Apabila sistem perburuhan yang lebih teratur dan bergaji diperkenalkan, SBUB menghadapi krisis kekurangan tenaga kerja bagi menampung seluruh pengoperasian sektor ekonomi di Borneo Utara. Justeru, penguatkuasaan undang-undang telah membolehkan SBUB melaksanakan dasar imigrasi bagi menggalakkan kemasukan imigran-imigran dari luar. Oleh kerana SBUB sangat bergantung kepada penggunaan buruh Cina dan Jawa, maka sistem perekrutan buruh di Borneo Utara dilihat kompleks kerana melibatkan pihak pentadbiran SBUB, Kerajaan Kolonial luar dan agensi perekrutan. Kajian ini bertujuan menganalisis sistem perekrutan yang digunakan ke atas buruh Cina, buruh Jawa dan buruh tempatan dengan mengambil kira peranan kerajaan kolonial dan agensi perekrutan, sebagai badan yang mengawal selia seluruh organisasi perekrutan di Borneo Utara. Penulisan ini dibuat berdasarkan sumber yang diperoleh dari buku, artikel jurnal, internet dan sumber-sumber rasmi dari Arkib Negeri Sabah seperti akhbar British iaitu British North Borneo Herald (BNBH), fail-fail rekod Borneo Utara (North Borneo Central Archive, Miscellaneous Files Series) dan Warta Kerajaan Borneo Utara (Official Gazette).
