STAY AT HOME CAMPAIGN: THE PURPOSE, EFFECTIVENESS AND IMPLICATIONS TO THE COMMUNITY

Perintah Kawalan Pergerakan (PKP) telah dilaksanakan di Malaysia berkuatkuasa pada 18 Mac 2020 dengan tujuan mengekang penularan wabak penyakit berjangkit yang dinamakan Novel Coronavirus (2019-nCov). Justeru, Kempen Stay-at-Home diperkenalkan susulan bilangan kematian yang disebabkan jangkitan virus Covid-19 semakin meningkat dan membimbangkan. Kempen Stay-at-Home adalah sebuah kempen kesihatan awam yang diwujudkan untuk menggalakkan orang ramai kekal berada di rumah untuk melindungi penduduk daripada terdedah kepada kebarangkalian dijangkiti virus Covid-19 dan seterusnya mengurangkan kematian yang diakibatkan oleh virus ini. Kempen kesihatan awam adalah kempen menerusi media yang mempromosikan intervensi kesihatan awam seperti Kempen Kesedaran Thalassemia dan Kempen Kesihatan Mental Sedunia. Kepatuhan rakyat terhadap PKP adalah wajib dan menjadi asas kepada kempen kesihatan awam. Kesedaran dan pematuhan yang masih kurang terhadap arahan PKP menerusi Kempen Stay-at-Home dalam kalangan penduduk di Malaysia amat membimbangkan. Kemungkinan wujud keperluan untuk mendidik dan mengasuh minda ahli masyarakat agar memahami tujuan kempen duduk di rumah sepanjang tempoh PKP. Kajian ini dilakukan menggunakan kaedah kualitatif dengan teknik perbincangan kumpulan fokus dengan berpandukan Model KAP (Knowledge-Attitude-Practise/Behavior) telah dilaksanakan dalam kajian ini. Kajian bertujuan untuk mengenalpasti punca mengapa masyarakat kurang memberi kerjasama terhadap Kempen Stay-at-Home dan mengenalpasti tahap kesedaran masyarakat terhadap mesej dalam Kempen Stay-at-Home. Kajian mendapati masyarakat kurang menyokong usaha Kempen Stay-at-Home untuk memutuskan rantaian virus Covid-19 atas pelbagai faktor seperti tekanan (stress), keperluan untuk keluar bekerja, tiada ganjaran, kekurangan penguatkuasaan, dan sebagainya. Diharap kajian ini dapat menyalurkan maklumat yang berkaitan dengan persepsi masyarakat terhadap kepentingan PKP dan seterusnya memberi maklumat berguna kepada pihak berkuasa agar dapat memikirkan cara yang terbaik untuk menyampaikan mesej tentang kepentingan keselamatan masyarakat.
The Malaysian Movement Control Order (PKP) came into effect on 18 March 2020, with the aim of preventing the spread of an infectious disease known as Novel Coronavirus (2019-nCov). As a result of the growing and the frightening number of deaths caused by Covid-19 virus infection, the Stay-at-Home Campaign has been launched. The Stay-at-Home campaign is a public health initiative designed to urge people to stay at home to protect the population from being infected with the Covid-19 virus. Public health campaigns, such as the Thalasemmia Awareness Campaign and Mental Health Awareness Campaign, are media campaigns that support public health interventions. The public must adhere to the PKP, which serves as the foundation for public health efforts. The lack of public understanding and compliance with the PKP's recommendations through the Stay-at-Home Campaign in Malaysia is very worrying. It may be necessary to educate and cultivate the minds of community members so that they understand the goals of the stay at home campaign during PKP. This study uses a qualitative approach, using a focus group discussion procedure based on the KAP Model (Knowledge, Attitude, Practice, and Behavior). The purpose of the study was to determine the reasons why the community did not cooperate with the Stay-at-Home Campaign and to determine the level of community understanding of the message of the Stay-at-Home Campaign. The study found that the community was less supportive of the Stay-at-Home Campaign’s efforts to break the Covid-19 virus chain because of a variety of issues including stress, desire to get out of work, no incentive, lack of enforcement, and so on. This study is believed to provide information on community perceptions on the relevance of PKP, as well as important information to the authorities as they consider the best approach to convey a message about the importance of community safety.
